Explanation of the agenda
Members of the Committee are familiar with the fact that the Democratic Front, after the decisions by High and Appellate courts on detaining parliamentarians Mr Nebojša Medojević and Mr Milan Knežević, suspended its work in the Parliament of Montenegro and its committees. For that reason, I was not convening Committee meetings in my capacity the Chairperson of the Committee, nor did I participate in the preparation of the Committee's Work Plan for 2019. Given that at moment the Democratic Front is taking part in the work of the Parliament of Montenegro and its permanent working bodies (but in the work of the Committee on Further Reform of Electoral and Other Legislation), I believe, that I have the duty, as the Chairperson of this Committee, to propose this item of the agenda. The aim is to determine, in line with responsibilities of the Committee prescribed by the parliamentary Rules of Procedure and other laws, priority short-term activities for the period until the end of the First Ordinary Session of the Parliament of Montenegro in 2019, and establish all the items for which we have necessary majority for discussion until 31 July 2019. In this manner, we will create preconditions for the Committee’s functioning, but also the possibility to adopt, in the meantime, the integral Work Plan of the Committee for 2019. My idea is to generally establish short-term activities of the Committee for the period until 31 July 2019, while at the next Committee meeting, to be held in a week’s time, we would make these activities to be the Committee’s tasks with precise deadlines.
